Is there anyone knowing how I can find an offline Russian-English dictionary?

Probably not, since you posted the same query a couple of days ago and received no replies. I was ready to recommend one to you then, until you specified "free."

I intended to recommend the ABBYY Lingvo dictionaries, which I bought two CD copies of for Windows over the years, the last one maybe 5-7 years ago. It was quite useful when I was on Windows. But there seems to be no offline version of it offered anymore. Here is a related site, however, and perhaps you can find out more by looking around there, but it does not look promising. Both sites where I bought it, one in the U.S. (amazon) and one in Russia (ozon), do not list it anymore.

On an Android I own a few ABBYY dictionaries bought a year or two ago, and they are good but not as satisfactory as were the ones on Windows--but that may just be that I have not used them enough to really learn the best way to take advantage of them. They are a bit cheaper than on Windows.

On Linux (which I'm using nowadays rather than Windows), I don't have any offline dictionaries and have nothing to recommend.

I have no idea what would be good for Apple computers or devices.

FWIW, if you have a Kindle or some other e-book reader, usually a decent dictionary is not very expensive, comparatively, and dictionaries are convenient to use on e-readers.

Try changing your heading to not specify "free," and maybe you will get some responses. Sorry I could not be more helpful, as things have turned out.

Install program and unpack dictionary archive to 'C:\Program files\stardict\dic\' a directory.

Abbyy has several for OFFLINE use --- and as an extra bonus, it is actually a Russian company. Search for Abby Lingvo. Their products are truly awesome; they have a whole suite of language, speech and writing related applications. It costs money, but if you know where to get stuff for free online, you don't necessarily have to pay.
