Why is my answer "Kostilus, tolot ȳdrās!" wrong?

I thought "to someone else" is "tolot" like in the sentences "Kostilus, seeter tolot tepaas" (Please, give someone else the spell) or "Tolot uuii tepagon kostan" (I can give it to someone else).

Isn't the person being spoken to always in the accusative with " ȳdragon"? That would explain why it's "toli" and not "tolot". It should be "tolot" with "epagon", though.
