it can also be that. But in terms of meaning, the rain here is a 'definite type' of rain.
How would one know that? How do you know when there's a "the" and when there isn't?
ثقيل İs nor really a common word to describe heavy rain in Arabic غزير İs normally used with rain/مطر

To be honest it's a pretty bad choice for a sentence to begin with... no one would really say 'the heavy rain is excellent' or use this expression to express a torrential downpour, it isn't the same adjective in Arabic. 'heavy' is more literal in Arabic.
