It's wrong, I am a native speaker, it should be " سام ليس عنده" عنده is correct عند is wrong
If you use عند in this case then the sentence does not make sense
There are two correct answers here. ليس عند سيث تنورة is correct
سيث ليس عندهُ تنورة is also correct but not an option here
سيث ليس عند تنورة is incorrect in real life but considered correc here

According to Matthew Aldrich (Arabic vs Arabic: A Dialect Sampler, 92), only MSA uses لَيْسَ to negate in this case, that many of the Levantine dialects (such as Palestinian, Jordanian) use ما and عنده.
