It's not incomplete. But it must have been preceded by someone actually asking a question. Then you want to know if George knows the answer. Native speaker speaking.

The phrase يا جورج means that the speaker is talking to George. In the English, this is shown by the comma after know.

"Do you know, oh george?" ... this actually translates as "do you know what, George?"
