does Sagh refer to the act of being serious (ie. not joking), or the personality trait? Or both?

The only time I know of that Okrand has used it is in Klingon for the Galactic Traveler: Sagh; Ho'oy' rur serious as a toothache.

So the word can refer to the seriousness of a situation. We have no data on whether it can refer to a personality trait or a way of behaving, as used in this Duolingo sentence.
