Well, you could simply look at it as a line from a poem, where it is not uncommon to use allusions and metaphors, and things are not meant to be taken overly literally.
Or, alternatively, considering that high Valyrian it is language from mythical lands where people were riding on dragons and using magic it seems within the realm of possibilities that there were also people who could talk to birds and ask them how they feel. :)
