Well typically in Arabic (and I believe the same for English speakers) we would simply say (New York) without (city), even though it would be officially addressed as مدينة نيويورك (madínatu New York) - New York City. Probably the case here can be said to be in reverse that if the STATE is meant by the name, the speaker would state ولاية نيويورك (wiláyatu New York) - New York State. So, it's really depending on the preference here and maybe people tend to speak about the city more than the state, so, "city" is dropped.
