some places don't have the al prefix. case by case basis i guess

Most country names are basically proper nouns so they don't need ال; it's just like people's names such as سيث or رانيا. However, some country names are derived from other words (or roots), and in that case ال is needed to state the definiteness of the referent. مصر isn't a name of this type.
