the number 3 is used as a transliteration for the letter ع because there is no English counterpart for such sound. Other numbers are used sometimes also for other sounds not found in English.
It comes from the urban culture with the upcoming of the internet in the 1990s and its spread across. There were problems with typing and enabling Arabic and most systems did not accept it back then, so people had to develop some way to communicate (specially thru text messaging) using Latin letters and one solution was using numbers looking similar to Arabic letters in some way to replace these sounds.

Also, as you continue through the course, you will notice that the number 2 will also be replacing some letters, and the number 2 is used for the letter ء (hamza).
