Hiragana Question

So I've been using a variety of sources to practice my Hiragana. And I had a question about the Hiragana characters ゐ and ゑ (wi and we). These characters seem to show up on some charts but not others, some programs include them, some don't. Why is that? Are they outdated or rare or something? Should I take the extra time to learn them well or is it not important? Thank you!

ゐ and ゑ is a old character of い and え(pronunciation is same) You can find this type of Hiragana if you read traditional document or something but usually Japanese don't use them in general situation

ゐ and ゑ are outdated. Their sounds ended up turning into い and え (you can see the same sound shift with the character を). Since they weren't needed anymore, they were dropped. If you read classical Japanese, you might run into them.

(There are some other changes that have happened to hiragana over the ages, like how ん used to be spelled as む)

In addition to what the others said, these two characters were officially deemed obsolete all the way back in 1946, so it's not exactly a recent development. I haven't bothered to learn them yet, though I'll probably get around to it at some point for completeness' sake.
