Is this like "Help! ... Kaʻiulani, Help me!" or "Go help Kaʻiulani." ?

This is "Go help Kaʻiulani / You should help Kaʻiulani." This is the shortened version of the sentence "E kōkua ʻoe iā Kaʻiulani." (if ʻoe is the context).

What's the difference between using "i" or "iā" with people following "kōkua"? I've seen both. Are they interchangeable?
