Pons sez, that's how you say "view something from somewhere": von etw (dat) aus betrachten.

"It from here look out at" I suppose. It does seem like a lot of prepositions.

to view sth [from sth] -- etw [von etw dat aus] betrachten

(and we want the bits which are inside the brackets.)
