Technically, yes. Practically, mostly no. "Menschen" is more idiomatic here. 'Personen' has a rather official sound. Maybe a police officer reporting to his superiors would use it.
@wataya: I put "Viele Menschen sind in dem Park." for "There are lots of people in the park." I am pretty sure it is correct. Is it? Thanks.
