Translation:Es sind viele Menschen im Park.
Why not? (Sorry if that's a dumb question: I just can't find a good explanation online.)
It sounds as if those people permanently lived in the park.

Technically, yes. Practically, mostly no. "Menschen" is more idiomatic here. 'Personen' has a rather official sound. Maybe a police officer reporting to his superiors would use it.
