So is pugnare and debent both verbs?

Or is debent describing the gladiators state of obligation?

I thought it might also be a verb when it had the debeo form

Now I'm just confused.

Yes, they are both verbs.
Pugnare (= to fight) is in the infinitive form and debent (= they must) is present (indicative).
