/ya bob/ ~ يا بوب is a vocative; it's used when addressing someone. Here, you don't address Bob, you ask if someone's name is Bob. You can say for instance "Is your name Bob, man?" = "هَل اِسْمَك بوب، يا رَجُل؟" ~ /hal is.mak bob ya ra.jul/, to signify that you address a man
