Why are "look well" and "look carefully" not right? Wouldn't just plain "E nānā" also be "look", so isn't this sentence adding some emphasis?

Mostly, because it's an idiom in 'Olelo Hawai'i. They want us to know how to use and understand these phrases as they exist in everyday usage, even as the technical translation is slightly different.
