Is "bilamana" wrong in this instance?

Not wrong, but unusual.

What is the difference in usage between bilamana and ketika?

I personally use it for "whenever" and only in writing, in a formal text.

You would use Bilamana when you are speaking with the president or writing for Tempo. Too formal.
