Doesn't "keadilan" also mean "fairness"? I put "They want fairness for everyone" but it was not accepted.

It's more of an English problem, having 2 words for those. "Fairness" just don't sound formal in this context. Indonesian word for "keadilan" covers both of those.

"bagi semua orang" = "for all people" "They want justice for all people" should be correct
