I would posit that such a negation is actually acceptable, though admittedly archaic, leftover from when English made more sense.

    how can I tell it is first person singular telling the statement? Would it not be more complete to say Seall,Chan eil mi leine orm

    You have enough in the "orm". Chan eil lèine orm is literally "(There) is not a shirt on-me".
