How do I slow the speakers down in order to better understand them?

There (at least currently for the Latin) is not an option for that. I think most of the languages on Duolingo that have that feature make use of a text-to-speech software or whatnot.

So far, you can't. The course being in beta, I guess the speakers haven't recorded slower versions yet.

And they won't. It is really time consuming and after 3 years they haven't for Hungarian.

Contributors are currently unable to record slow versions. Slow versions are only available for text-to-speech courses. It is on the Duolingo wishlist, but I'm not sure of the priority the programmers have given it. Hopefully one day contributors will be able to provide slow recordings as well.
