If "cielo" is both Sky and Cieling, why is the translation of "He sees the cieling" incorrect? Therefore, how does one say "He sees the cieling" ?

You misspelled ceiling. Techo is more commonly used for the word ceiling.

It might be because you did not include the word "the" for "el"
