Do I not understand when using "luna/lako...", one precedes the location descriptive with "i/ma" and followed with "o"?

like "e iho i lalo" using both "pi'i" and "i luna" seems redundant? (although I was marked correct leaving out 'i luna")

I had: "E pi'i a'e i ka papahele 'ekolu." Duo accepted my answer but incorrectly said I had a typo error, changing my directional word " a'e " to " 'ae ". Please fix this. Mahalo
