Yes - we use both terms in the UK but 'flat' is more common. "Block of flats" = "Apartment building"

I work in Sanitation in NYC and a flat is a big bag stop in front of a large apartment building.

I didn't know that. In Australia, Flat is just another word for Apartment. There's also the word "unit", which is the same as an apartment depending on context.
