In this context Roinn means "region". It is common in Gaelic to refer to Europe as "the Region of Europe" or, if you like, "the Continent of Europe". I've never heard anyone say "anns an Eòrpa". On its own, the word "Eòrpa" would in general only be used in the genitive "na h-Eòrpa" meaning "of Europe" or "European".
