Is there any etymological link with the Scots or English "dear" teuer in German?
I wondered that as well, but no. However, it is related to the Ancient Greek δῠσ- 'bad' and thus related to words such as "dystopia".
German "teuer" was my first thought when I heard it, but wiktionary doesn't seem to see any ties: https://en.wiktionary.org/wiki/daor
