You could say 'A bheil i fliuch a-mach?' to specify 'Is it wet outside?' but otherwise you'd have to rely on context to know if the 'i' is a 'she' or the weather.

It's kind of like the question mark. That "a", "an" or "am" is at the start of the question is what makes it a question.

A bheil? An robh? Am bi?
