You could say 'A bheil i fliuch a-mach?' to specify 'Is it wet outside?' but otherwise you'd have to rely on context to know if the 'i' is a 'she' or the weather.

What does the "A" at the start do?
It's kind of like the question mark. That "a", "an" or "am" is at the start of the question is what makes it a question.
Do you still need to use the question mark?
