Does it make a different if you say "É um livro novo" or "É um novo livro"? Both are accepted for this question.

Just take a look: http://duolingo.com/#/comment/272474. In such example, they can be used interchangeably, but it may also mean: livro novo = new book (not shabby) / novo livro = a book that has just published/released. O novo livro de receitas da Ana Maria tem 350 páginas (Ana Maria's new recipe book has 350 -trezentos e cinquenta- pages)
