Does this simply indicate comprehension, or can it also be used as in English as an indication that the person is sympathetic?

It indicates comprehension. Beyond the world of Duolingo you'd usually translate "tha mi a' tuigsinn" as "I understand".

Thank you. I have been doing some of the early German tree, and they are at pains to demonstrate (via the availability and non-availability of tiles) that there is only one present tense. To say "I drink beer" and "I am drinking beer" is exactly the same sentence!
