As EliasVanLo1 said, generally "à" is for cities and "en" is for countries. For states and regions, it seems to vary by the tradition of each location...so I think we have to learn them by heart. :-/

Well, English can be very inconsistent as well, and Spanish and all languages when you consider them from the point of view of your own language.

"À" for a city and "en" for a country.

When talking about modes of transportation you use à for single person modes (à vélo = by bike) and en for multi-person modes (en voiture = by car.)
