It is polite to say 'taisez-vous'? I thought that meant 'shut up'? This is locked to 'vous'.

Taisez-vous is not really polite if you are talking to one person (vouvoiement), but pouvez-vous vous taire ? is a bit better.

Maybe it's because of the word "ma'am" that your suggestion was denied. You shouldn't use informal form with sir, ma'am etc.

I think "Can you keep quiet, please?".is better than can you be quiet, please? = Peux-tu te ( Pouvez-vous vous) taire, s'il te (vous) plaît ?..........
