Why is “ Marie n’a pas 15 ans rather than Marie n’est pas 15 ans

Because in French you "have" years, not "are" them.
So, use the verb 'avoir' instead of 'etre' when speaking of a person's age.

We use avoir as a main verb in the following cases:

-to express ownership or possession

Example:

Il a une voiture.

-to describe a condition or state that refers to a noun

Example:

J’ai le temps.

Tu as une soeur.

-to talk about age

Example:
