French accents

Hello,

it would be great if someone could help me. As I understand, according to the rules - there are 3 syllables in the word : "regarder" = re+gar+der. Why there is no accent aigu for the first syllable? It's open and it doesn't belong to the (r,d,z,f) list.

Because it doesn't. The french liked how it sounded and decided that it didn't need a aigu accent .

Why would it be? The first "e" is pronounced ə. It's the typical sound for "e" in French, sounding like "uh" in English.

What is the (r, d, z, f) list ?

My guess is that she thought it was pronounced "régarder", so that list would be what makes a "e" sound like a "é" (-er at the end of the verbs, -ed like in "pied", -ez for second person plural, -ef like in "clef"), but that would be a strange list, very incomplete and not even 100% right.
