what are the forms of quali? Isn't there a feminine plural form (quale)?
(Il) quale = Singular (Masculine)
(La) quale = Singular (Feminine)
(I) quali = Plural (Masculine)
(Le) quali = Plural (Feminine)

Could this sentence also refer to measures of the drastic sort? What measures are we talking about here?

There are lots of possible translations for this--it is a phrasal verb in English with either of or about and which measures is non idiomatic in English--still problems with the translation theory used
