Because seeing the bride's dress caused the speaker to become shocked, this sentence shows cause and effect. Shouldn't the French translation be in the passé composé ? --> J'ai été choqué en voyant la robe de la mariée. or J'ai été choqué quand j'ai vu la robe de la mariée.

The imperfect suggests that the speaker had a lasting or repeated view of the bride's dress, but you are right, "to be shocked" usually is not a long-lasting emotion and a passé composé would be better.
