I don't understand the difference between "ce drapeau est le mien" and "le drapeau est à moi" why not "le drapeau est le mien"

I always think of the construction " à moi " = Eng. "to me", as (belonging) to me.

why do we need definite article in front of mien? Le mien?

That's just how French does it. "Mine" is le mien, la mienne, les miens. It does make "à moi" look attractive.
