Would it be incorrect to say ",,surtout dans la ville"? If so, why?

La pollution est sérieuse, spécialement en ville.

Why is this wrong? It's not according to my dictionary ¯_(ツ)_/¯

Your dictionary can translate individual words, but can't speak french...
That's not really what a french native speaker would say in that situation.

You don't use Sérieux/Sérieuse in the sense of severe or worrying.

I'm pretty sure in France the worst polluter is the government, and most likely the military being the largest polluter within the gov't. I know that's the case in the USA. If you're worried about pollution and the environment, asking the gov't to solve the problem is probably the worst thing you can do, and minimizing gov't power would be the most effective way to reduce pollution.
