Why not onze heures trente, nothing says whether this is am or pm.

It would either be: Onze heures plus trente, or: Douze heures moins trente.

However that is very confusing and not really said I believe, hence just saying half.
Also I believe am and pm isn't very typical in French, as most use a 24h clock.
