En itse varsinaisesti nää niissä mitään eroa paitsi että melko on ehkä enemmän kirjakielisempi? Kummatkin pitäisi kyllä hyväksyä...

I don't really see a difference between the two except that "melko" might be used mostly in written language... Both should be accepted though

What is the difference in usage between melko and todella? Could I say "Tämä kaupunki on todella pieni."?

You can say that but todella pieni is emphasizing the smallness of the city. Like "My goodness this city is really small". Whereas the original sentence is more neutral: this city is kind of small, smaller than the city I live in

shouldn't "tämä kaupunki on ihan pieni" also be accepted?
