People definitely say this, although perhaps not in your region. I live in Canada and that is phrasing I would expect to hear if someone was signalling that they do have some familiarity with a language but their language skills are minimal.

Yes, yes they most certainly would. I've heard it frequently from both British and American speakers. I think, also, Australian and New Zealand; as well as Canadian. Perhaps not "Chinese" but "French" or "German."

"I speak a little German" also occurs, but more often "I speak some German."

Just to note: Finnish doesn't differentiate between "a little" and "little" the way English does. So, without context, this could also translate to "We speak little Chinese".
