Shoudn't "Suomalainen ja virolainen ihminen" also be correct since it's explicitly said "Estonian person"?

Hmmm... Probably, but this is a very strange expression anyway. Why say person at all? A Finn and an Estonian / suomalainen ja virolainen both work perfectly well.

Better than ihminen would actually be henkilö. Ihminen is more human, whereas henkilö is person, although there isn't a very distinction between these.
