Is there a difference between "terve" and "hei" or is it like "hi" and "hello"?

Which one you use depends on your personality and the situation etc. so it's quite similar to choosing your greeting in English too. There are also "moi" and more regional "morjens" and "moro."

However, "hello" on the phone or in the sense of "hello, earth calling" is actually "haloo" in Finnish.

Hei is both bye and hi! It's more common as a greeting though. Usually to say bye we say "Hei hei!" which is like "bye bye!"
