It is indeed the partitive. It's in that case kind of for the same reason there's "of" in the English sentence. It is one litre OF soda, not all the soda there is, even if it is one single thing.

"Yksi pala pullaa" - one piece/slice of pulla

"Yksi lasi maitoa" - one glass of milk
