Why do you have to say "onko sinulla" instead of "sinulla onko"??? Doesn't the word order not change even if its a question??

The word order changes in question.

"Väinö, do you have a Finnish name?" -> "Väinö, onko sinulla suomalainen nimi?"

"Väinö, you (do) have a Finnish name." -> "Väinö, sinulla on suomalainen nimi."
