Is coconut cream the same thing as coconut milk, or something different?

Yes, it's much thicker and richer than coconut milk. Similar to the difference between regular cream and milk.

Just looked it up

Coconut milk has the liquid consistency of cow's milk and is made from simmering one part shredded coconut in one part water. Coconut milk is the basis of most Thai curries. Coconut cream is much thicker and richer. It is made from simmering four parts shredded coconut in one part water.

coconut cream is either: (La crème de coco) the white liquid obtained from compressed coconut flesh ; Thick coconut milk with a cream-like consistency; or (La crème à la (noix de) coco) a dessert made or flavoured with coconut.

Googling crème à la noix de coco, It seems to be more of custard than what I think of as a cream, like this recipe: https://cuisine.journaldesfemmes.fr/recette/353253-petite-creme-a-la-noix-de-coco
