This is a weird word order. "Minulla ei ole pipoa" should also be accepted.

However, "pipo ei ole minulla" is much more definite than "minulla ei ole pipoa". In the first sentence it's a "pipo" that's known to everyone involved. It is a specific pipo, THE pipo. The other sentence is just a general statement clarifying that the person, minä, either doesn't currently have a pipo or doesn't own one at all. Word order matters. :)
