It's a good sentence and sign of the times, but I sincerely hope that at some point in the future people look at this sentence and think it sounds really odd. At the very least, I hope they (future users) will think it sounds outdated, as in "we don't have to do that anymore." For now it makes perfect sense. I mean, it's literally one of the reasons I'm doing Duolingo language courses right now... stuck at home, what else is there to do?

"under quarantine" should also be accepted

I second this. As a native English speaker, I've always said "under quarantine", never "in quarantine".

I third this. Should be "The city is under quarantine." Just doesn't sound right to say "in quarantine". Reported 29.03.21.
