"before voting" would be a simpler and more streamlined way in English of saying "giving your vote." We don't use "giving your vote," which is a direct translation from the French and really doesn't work here.

I agree. If they wanted an -ing word in this context, English would probably use "casting your vote" in this sense. ("Giving your vote" sounds a bit like you're handing your vote over to someone else to vote on your behalf!)
