Wiktionary says that 'to wish' is 'toivoa'.

Except you don't really use that here. "He toivovat syövänsä mämmiä" is more like "They wish they were eating mämmi" and the closest translation to "They wish to eat mämmi" that I could think of is "He haluaisivat syödä mämmiä" which can also be translated to "They would want to eat mämmi."
