No it's not. En puhu ruotsia works fine.

'olen pahoillani' conveys the meaning of 'sorry' in a sentence like this. 'Anteeksi' has the sense of 'pyydän anteeksi', as if you were at fault, as if you had done or were about to do something wrong. But there is nothing wrong about not speaking Swedish.

After the Anteeksi, either en puhu ruotsia or minä en puhu ruotsia is natural.

Anteeksi, en minä puhu ruotsia only works if you want to stress a contrast to someone else: I don't speak Swedish.
